Foreclosures rates are falling, but some states are still battling high levels. According to nationwide averages, the foreclosure inventory as of March represented 2.8 percent of all homes with a mortgage — that’s down from 3.5 percent in February. Foreclosures are falling across the country, but they still make up a big chunk of some markets’ housing stock.
