The latest FNC Residential Price Index, an index created for the mortgage industry, recorded a 28-month high for home prices in February, the most recent data available. The index increased 6.1 percent — the fastest rate it’s grown since July 2006. The index shows the strongest price momentum is occurring in Phoenix, where prices have surged nearly 30 percent in the past year. “The city’s rapid price climb is attributable to active investment purchase of distressed properties that has pushed up overall home prices,” according to FNC. An index that measures homebuilder confidence dropped in April, largely attributed to the increasing costs of building materials, concerns about the lack of supply of developed lots, and labor shortage, according to the National Association of Home Builders/Wells Fargo Housing Market Index. The index measures builder perceptions of single-family home sales and sales expectations. In the latest reading for April, builder confidence dropped two points to 42. As such, in some parts of the country sellers are reportedly insisting that home buyers waive the appraisal contingency. Home prices will likely increase 7 percent in 2013, due to tight inventory, high affordability levels, and a stronger economy, according to JPMorgan Chase in its April report. Helping to lift prices, bank analysts say, is the decrease of distressed sales and the higher use of short sales. “However, unemployment is still elevated and we see no signs that lending standards will ease significantly in the near term,” analysts with JPMorgan Chase said in the report.
