Reginald Harper, the former First Community Bank of Hammond CEO, and Troy Fouquet, an area real estate developer, allegedly began the conspiracy in 2005. The BuildFax residential remodeling index rose to the highest level for a December since the index began in 2004 and continues to exceed levels reached during the home-equity withdrawal boom of 2004 to 2006. The index rose 22.8% to 127.4 in December from 103.7 a year earlier. The index is down 7.6% from November when it stood at 137.9. Housing starts up to 699,000 in January

Housing starts rose 1.5% in January, according to Commerce Department data, to the highest level since October 2008. On a seasonally adjusted basis, starts increased to 699,000 from 689,000 for December, which was revised upward by 32,000. January housing starts rose 9.9% from 636,000 a year earlier. Homebuilder confidence in the single-family homes segment jumped for the fifth consecutive month in February, reaching a four-year high, an industry trade group said Wednesday. The National Association of Home Builders/Wells Fargo housing market index, which measures homebuilders general view of the market, rose to a score of 29. Mortgage applications declined 1% in the past week on fewer home purchases, the Mortgage Bankers Association said Wednesday. The trade group’s market composite index shows the loan application volume falling for the week ended Feb. 10 as the seasonally adjusted purchase index declined 8.4% from the previous week. The refinance index rose 0.8% and refinancings represented 81.1% of all home loan applications. The average loan size rose to $226,000 from $225,000 in December and $207,000 in January 2011.
