Americans’ economic fears are starting to subside with attitudes about personal finances, housing and employment improving, Fannie Mae said. Fannie ties this upswing in confidence to job gains made in recent months. A report from Automatic Data Processing Wednesday shows the private sector added 216,000 jobs last month. The Federal Housing Administration will lower refinance premiums, and major mortgage servicers will provide relief to wrongfully foreclosed military members, the White House said. Repeat foreclosures hit an all-time high in January

Foreclosure starts rose in January suggesting the pipeline is starting to move, according to the latest mortgage monitor report from Lender Processing Services ($23.69 1.27). LPS said foreclosure starts in the first month of 2012 rose 28% from December but fell 11.5% from a year earlier. The data firm says 203,458 starts were recorded in January, compared to 230,023 in January 2011. Repeat foreclosures hit an all-time high in January, representing 47% of all starts. Florida home prices and sales dipped in January from the previous month but showed some positive movement over year-ago figures, according to a statewide real estate association. The January median single-family sales price of $129,000 was 4.8% below $135,500 in December, Florida Realtors reported. Still, it was a 5.3% gain from year-ago figures with condo/townhomes surging 18.8% to $95,000 over January 2011 prices. The Federal Housing Administration will announce additional premium changes to its mortgage business and streamlined refinance programs in the coming days. FHA Acting Commissioner Carol Galante said in a speech at the Mortgage Bankers Association servicing conference in Orlando, Fla., Wednesday that the changes are on their way. As part of the payroll tax extension agreed to last fall, the FHA will raise premiums on its forward mortgages by 10 basis points and by 25 bps for jumbo loans. Existing home sales on all single-family homes, townhomes, condos and co-ops rose 4.3% during the month of January, making it the third sales increase in the past four months, the National Association of Realtors said Wednesday. In January, home sales hit a seasonally adjusted annual rate of 4.57 million units, compared to a pace of 4.38 million units in December and 4.54 million units in the year-ago period.
