A foreclosure mediation program enacted by the Oregon State Legislature took effect Wednesday, providing distressed borrowers in the state with another avenue to remain in their homes. The new law gives homeowners a face-to-face meeting with firms holding their mortgages to discuss loan modifications and other work-out options. Obama administration officials and lawmakers say AIG’s mortgage insurer is hampering efforts to refinance government-insured mortgages by refusing to automatically waive its right to go after lenders for loans that sour. The Consumer Financial Protection Bureau proposed a redesigned mortgage form Monday that sets out to help home buyers better understand the cost and risks of getting a mortgage. The U.S. foreclosure inventory — consisting of loans that have been referred to an attorney for foreclosure but have not yet completed the process through a sale — hit 4.1 percent of all active mortgages in May, holding near-record highs. Lender Processing Services reported significantly higher numbers in judicial foreclosure states, at 6.5 percent of all loans, compared to non-judicial states, where the foreclosure inventory settled at 2.5 percent.
