Fixed-rate mortgages hit new all-time lows for the third-straight week as the 30-year FRM submerged below 3.80% following declining long-term Treasury bond yields. Foreclosure filings fell to their lowest level since July 2007, driven by declines in foreclosure-burdened states like California, Arizona and Nevada. Data firm RealtyTrac said 188,780 homes received a foreclosure filing — which includes default notices, scheduled foreclosure auctions and bank-owned properties — in April, dropping 5% from March and 14% from a year earlier.
